Labor Relations Manager position at the City of Tucson, is responsible for assisting with the management of comprehensive labor and employee relations for the City Manager’s office. This position coordinates organization-wide labor and employee relations efforts to support the mission, values and goals of the city; reports and advises the City Manager of all citywide employee and labor relations matters and collaborates with all labor stakeholders to proactively address issues for all parties.
Work is performed under the supervision of the City Manager.
Duties and Responsibilities
Coordinates the negotiation of the memorandum process for the creation and administration of all Memorandum of Understanding (MOU) for four employee groups including: Tucson Police Officer Association (TPOA), Tucson Fire Fighters Association (TFFA), Communications Workers of America (CWA), and American Federation of State, County and Municipal Employees (AFSCME); coordinates the administration of all MOUs; interprets the application of MOU narrative and intent for employees, supervisory staff, and all Human Resources Department staff.
Coordinates with additional employee groups including the Tucson Fire Chiefs Association (TFCA), Tucson Police Chiefs Association (TPCA), and various employee advocacy groups, as assigned by the City Manager.
Coordinates and participates in the meet-and-confer/meet-and-discuss processes, during annual labor discussions and in individual matters; addresses all issues with city department administrative staff before scheduled meet-and-confer meetings to prepare possible proposals, analyze impact, and make recommendations to the City Manager; makes recommendations based on strategic research data including comparator organizations, federal and state legal cases.
Serves as a resource for sensitive citywide employee and labor relations issues and applies an interest-based problem-solving methodology in all interactions to strengthen both employee and management relationships; provides guidance and assistance to all Human Resources Department team members, as well as city supervisors, managers, and directors concerning employee coaching, progressive discipline, and termination proceedings; coordinates the process for review and resolution of pre-discipline, discipline and grievance issues citywide.
Reviews and evaluates processes that may impact existing work climate and culture and provides recommendations for continuous citywide improvements; makes recommendations for process changes to improve administrative decision points based on system data; coordinates reporting of data as deemed appropriate for all confidential matters.
Performs all other duties and tasks as assigned.
Working Conditions
Mostly office environment with frequent field visits to where employees perform their work.

MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in a relevant industry
Experience: At least five (5) years in labor and employee relations/human resources
License/Certifications: A valid and unrestricted driver’s license with two (2) years of licensed driving is required.
Any combination of relevant education and experience may be substituted on a year-for-year basis
PREFERRED QUALIFICATIONS
Demonstrated knowledge of principles and practices of public sector employee and labor relations, meet and confer, and labor laws.
Experience in the following HR functional areas: recruitment, classification, compensation, performance management, labor relations, employee relations, employee recognition, training, and development, or other functions relating to human resource management.
Demonstrated effective interpersonal, written, and oral communication skills.
Demonstrated experience interpreting and applying HR laws, rules, policies, procedures, and practices.
Demonstrated ability to interact with large groups and individuals at all work levels.
Demonstrated proficiency in the use of computers and software applications including Workday and Legal Files.
Demonstrated success in fostering internal and external community relationships.
Effective project or time management skills; ability to manage multiple complex projects or tasks concurrently.
Flexibility of schedule and willingness to work select evenings and/or weekends.
Professional certification from PSHRA and/or SHRM.
Labor and Employee relations experience in a public entity setting.
