CLASS SUMMARY
Under the general direction of the Public Works Director, this position assists with and administers executive and administrative functions within the Public Works Department. It is responsible for directing all administrative activities of two or more divisions charged with the repair and maintenance of streets, sidewalks, alleys, lanes, bridges, water mains, water treatment plant, the water distribution system, the electrical distribution system, electrical power supply, municipal cemeteries, and the maintenance of public facilities, lands, equipment, and other structures. The position may also exercise control and authority over streets, stormwater systems, drains, ditches, culverts, streams, vehicle maintenance for new and replacement fleet assets, public buildings, cemeteries, and other public places belonging to the City and dedicated to public use, depending on the functions assigned to the incumbent.
Supervision is exercised over division superintendents, assistant superintendents, and special program or operational managers or supervisors, and through them over administrative support staff, supervisory personnel, technical employees, and skilled and unskilled trade workers.
ESSENTIAL DUTIES AND RESPONSIBILITIES (Any one position may not include all the duties listed nor do the listed examples include all duties which may be found in positions of this class. Allocation of positions to this class will be determined on the amount of time spent in performing the primary duties.)
Plans, organizes, and directs the work of assigned Public Works divisions, overseeing two or more operational areas such as Service, Water Resources, Electrical Distribution Operations, Public Properties, and Fleet Maintenance.
Formulates and writes plans, policies, procedures, objectives, and regulations necessary to achieve effective operations, quality of service delivery and accountability transparency.
Creates and monitors programs for the maintenance of all assets within the assigned operational areas of the department of public works.
Oversees the planning and directing of capital projects, property maintenance, utility activities or fleet operations within the respective operational area of responsibility, in conjunction with the public works director, city engineering staff, outside contract engineering services, other management personnel or the city manager.
Directs work activities of office staff which assist in the preparation a variety of divisional budgets and budget amendments; tracks funding for the budgets; prepares and maintain records; monitors respective divisional budget expenditures and account balances; provides statistical, accounting support documentation and data management reports.
Coordinates the work activities of the assigned staff to ensure the correct guidelines and procedures are utilized and ensures that accuracy is maintained for the processing of purchase orders, requisitions and invoices; ensures that funding is available for payment; classifies and codes expenditures; ensures that computations, statements and invoices or authorizations, unit prices, discounts and codes are verified for correctness; approves or forwards routine invoices; ensures the auditing of the accuracy for all posted data.
Supervises and inspects work in progress to ensure the quality of operations and service provision, and to confirm staff adherence to established procedures and specific assignment instructions. Directs work scheduling and oversees daily operations of staff responsible for the preparing and formatting specifications; coordinating verification with respective division superintendents and managers; and ensuring proper delegation and confirmation of advertising timing, content and compliance with the City of Hudson Charter regulations.
Develops departmental direction through divisional budgets and related expenditures, and guides the future direction and operational stability of services by analyzing and creating strategic operational plans, conducting rate studies, evaluating efficiencies, and incorporating relevant technological and industry trends across the assigned professional field
Designs and administers the data management program and processes, ensuring the quality and effectiveness of responses to complaints from citizens, elected officials, staff, and the Assistant City Manager or City Manager regarding divisional operations.
Plans the coordination of all assigned operational areas with respect to emergency management, response and recovery within the assigned areas of responsibilities.
Develops long-range and short‑term facilities plans; maintains necessary reports and records in coordination with the appropriate supervisors, ensures compliance with federal, state, local and county laws, municipal ordinances, policies and procedures.
Advises the Public Works Director on specifically assigned public works related matters, special projects, data analysis, trend analysis, operational reports, required or mandated programs, new or changes to operationally related legislation.
Coordinates divisional activities and serves as liaison to other City departments, state and local agencies, municipalities, and governmental authorities to ensure consistent regulatory compliance effective program delivery, continuity of services, and responsible public service.
Oversees and directs management personnel to ensure full compliance with all applicable codes, ordinances, specifications, regulations, and contractual requirements within the scope of the Public Works Department and other relevant agencies.
Supervises the proper organization and maintenance of departmental documents, and directs the implementation, data entry, and retrieval of databases used for records, work orders, special reports, inventory, asset replacement, repair, and overall asset management.
Conducts performance evaluations of subordinates annually and mitigates or mediates any personnel problems or issues as they arise; uses considerable independent judgment in solving organizational or personnel disputes within the operations.

While performing the duties of this job, the employee is not normally exposed to outside weather conditions, and the noise level in the primary work environment is usually moderate. However, the employee may occasionally be required to perform field visits, during which they can be exposed to varying weather conditions and higher noise levels typical of outdoor or operational environments.
MINIMUM QUALIFICATIONS
Work requires possession of a Bachelor’s Degree in Public Administration, Urban or General studies, Public Works Management or related field from an accredited college or university (A Master’s Degree is preferred) and thorough progressively responsible public sector management and administrative experience, preferably at the local government level; or any equivalent combination of accepted education and experience that would provide the following knowledge, abilities, and skills:
Thorough knowledge of municipal government structure and process, organizational management and supervision, short- and long-term planning, trend analysis, and service delivery effectiveness; coupled with a thorough knowledge of specific public works principles, practices, concepts, procedures, and methods.
Demonstrated skills in leadership, planning, organization and management, which are evidenced by the utilization of sound, professionally recognized methods, technology and procedures that reflect positive and consistent interpersonal relationships, management innovation and operational improvements.
Excellent written and verbal communications skills; ability to effectively present governmental operations to the general public through public presentations.
Possesses a high level of skill in effectively recognizing, analyzing and defining service delivery-related issues; establishing facts and drawing valid conclusions; and developing appropriate data collections methods and customer service follow-up procedures to determine and implement appropriate solutions.
Ability to understand, manage, and interpret, the implementation of codes, ordinances, regulations and policies which govern the operations of the respectively assigned divisional areas, with considerable use of independent judgment that reflects logic and common sense, when recommending changes, or improvements, to these regulations, codes, ordinances, and policies
Ability to instruct, direct, coordinate, manage, and supervise professional, supervisory, technical, and maintenance staff, as well as clerical support personnel, in carrying out the department’s mission. This includes applying substantial knowledge of supervisory practices and techniques and exercising significant independent judgment in resolving conflicts and personnel matters.
Ability to anticipate the need for, and prepare for public presentation, meaningful and accurate reports which assess effectiveness, improvement, or cost savings of service delivery.
Ability to communicate and effectively convey interpretation of programs or services, answer inquiries and resolve complaints, with members of the public, officials of state and other local governments, other City officials, in an effective, tactful, and courteous manner.
Ability to establish and maintain effective working relationships with divisional superintendents, managers, city officials, city employees and the general public.
