Dr. Matthew S. Mingus, Ph.D., is Director, Academic Labor Relations, Office of the Provost and Professor, School of Public Affairs and Administration, at Western Michigan University, where he has been since 1998. He received his Ph.D. in Public Administration from the University of Colorado at Denver, Master of Public Administration from the University of Victoria, British Columbia, and B.A. in Public Affairs and Speech Communication from the University of Denver, Summa Cum Laude.
Dr. Mingus received the University Distinguished Teaching Award, has twice served on the Executive Board of WMU’s Faculty Senate, was President of Phi Beta Kappa, and has been President and Contract Officer of the AAUP bargaining unit for full-time faculty. He has twice served as Director of the School of Public Affairs and Administration.
Mingus was a visiting professor at the University of Electronic Science and Technology of China (2013-2014), served as a Senior Governance Advisor for the U.S. Department of State at Camp Taji, Iraq (2009-2010), and was the inaugural Fulbright Research Chair at the University of Ottawa’s Centre on Governance (2005-2006).
His research focuses on cross-border issues and multilevel systems of governance, leading to peer-review publications such as Factors Motivating the Timing of Covid-19 Shelter in Place Orders by U.S. Governors, The Big Questions of Chinese Public Management Research, Progress and Challenges with Iraq’s Multilevel Governance, and Trade Concentration and Homeland Security on the Canada-United States Border.
Before entering academia, Mingus developed his leadership, program management, and grant writing skills for five years with community-based substance abuse prevention organizations and served one year with the Department of Finance and Treasury Board Canada.
For public service, Mingus served on the Michigan Human Trafficking Commission and the Southcentral Michigan Planning Council, and is an active leader/parent in Cub Scouts Pack 290.
